The members of the John Q. Wilds Camp #235 of the Department of Iowa have passed a
motion formally endorsing Jeff Stephen, PCC for the position of Central Region Commander.
2.
The Department of Iowa does not endorse Brother Stephen for the position of Central Region
Commander.
3.
This Order does not interfere with any CampÕs ability to endorse Brother Stephen,
nor does it interfere with any Brothers in the Department ability to personally endorse Brother Stephen.

1. It is an honor to have been elected and installed as the Department Commander
by the assembled delegates of the 122nd Annual Department of Iowa Encampment in Johnson, IA on April 1, 2006. I hereby assume the position.
2. All correspondence requiring the attention of your Department Commander should
be sent to the above address.
3. I thank those Brothers that supported me and those that are willing to fill
offices for the good of the Department. Special thanks go to the Members that told me to continue with my dream of Commandership in spite of recent
problems and surgery.

8. I ask that any member that may be able to show up for the National Encampment
in August, please do so. The Department of Iowa is lacking two Delegates and maybe even an alternate or two will be able to cast a vote if things work out
as normal by then. If we had a 100% turnout of all eligible Delegates at both Department and National events, Iowa could again be at the helm of the
nation. Over Seventy Thousand ÒMen in BlueÓ from this grand state need to be spoken for. Please help.
9. The Department now has an Assistant Secretary as authorized by action of the 117th Department of Iowa Encampment. He is our very own Les Weber.
Have faith in Brother Geesaman; but, IÕd want Les as a mentor on that daunting task too!

By the orders of the 122nd Department of Iowa Encampment, I appoint the following Committees. The
Brothers appointed as Committee Chairmen will report back to the 123rd Department with reports of their suggestions and/or achievements.
1. Resolution: Michael Carr. ÒThe incoming Department Commander
will appoint a committee to look into the prices and alternate materials for reproducing a replica of the GAR flag.Ó Passed.
Brother Michael Carr will chair the committee to look into the prices and alternate
materials for reproducing a replica of the GAR flag. There will be a minimum of five members on this committee. PDC Roger Batchelder, Brother
Michael Rowley and Brother Dennis Geesaman should be three of those members.
2.
Motion: Jeffrey Stephen. ÒThe new Department Commander will appoint a committee to investigate actions that the Department may and may not pursue
in displaying the DepartmentÕs artifacts and the repository for such artifacts.Ó Passed
Brother Jeffrey Stephen will chair the committee to investigate actions that the Department
may or may not pursue in displaying the DepartmentÕs artifacts and the repository for such artifacts. There will be a minimum of seven members
on this Committee. Members representing the Cedar Rapids VeteranÕs Hall, the Waterloo Veterans Building and the Redfield GAR Hall should be included
among three of those members.
3. Motion: Dave Stephen. ÒThe new Department Commander will
appoint a committee to purchase, if necessary, artifacts and records in the possession of the Anthony Estate. The Department will spend a reasonable
amount to recover Department and Camp artifacts and records as authorized by the Department Commander.Ó
PDC Dave Stephen, PDC Jim Hawk and Brother Larry Brewer will co-chair this
committee. The committee will include any interested member of at least two different camps. They will keep the Department Commander and the
Department Secretary/Treasurer informed of anything that needs to be purchased.
I also appoint the following committees and ask for reports as noted:

Brother Les Weber is hereby appointed as Chairman of the Department Award
Committee. He will work with each Camp Commander to decide fairly the recipient of each of the three traveling trophies. He will report to the
Department Commander by mid January 2007 with his final decision on the winners of the trophies so that they may be engraved before the 2007 Department
Encampment.

Brother C. R. ÒSteveÓ Stephen is hereby appointed as Chairman of the 2007 Department
Encampment Badge Committee. He will select four members from at least three camps to decide if this Department should have an encampment badge for
2007 and what the price of such badge would be to each member. He will deliver his preliminary report to the Department Commander by mid October 2006.

Brothers Dennis Geesaman and Daniel Rittel are hereby appointed Co-chairs of the 2007
Department Encampment Location Committee. They will accept any volunteer willing to work on this committee and a representative from the
Auxiliary. They will have recommendations for the Department Commander by mid October 2006 on at least two sites and a firm date for the 2007 Department
Encampment.

I hereby appoint a committee to evaluate how the American Civil War is taught to
Iowa students, to suggest improvements, including those that can be easily developed with resources already in place, such as the Web and throughout the
re-enactment community. I ask Brother Michael Dann Hayes to chair a committee and fill positions on the committee with members of the Department of
Iowa and those who are current or retired educators. I hope to receive a preliminary report of suggestions by January 2007.
The Department Commander reserves the right to take part in any committee meeting
as either a voting member of the committee or as an observer.
No committee meeting will exclude any member of this Department from witnessing
what takes place. Closed meetings will not be tolerated.

Brothers:
I would like to have a meeting with all newly elected Camp Officers for next year (2007)
and those Officers elected at the last Department Encampment for the term 2006-2007. The date will be January 27, 2007.
The Soldier's Home in Marshalltown should be a good meeting place as it is near the
center of where Members of Iowa reside. There are good Highways to reach Marshalltown at that time of year and a number of places to stay a day if
inclement weather moves in.
I need to meet with all Camp Commanders at that time. We need to discuss the
individual goals of each Camp, how we can support each other with enough members to not make our Grand Army Fathers to look slighted, and what we are
doing to support our Allied Orders.
The Department Senior Vice Commander needs information on Camp activities, from
Camp Senior Vice Commanders for publication in the "Banner". Ways of getting more media coverage should be
discussed.
Our Junior Vice Department Commander will work with the Camp Junior Vice Commanders
on recruiting new as well as retaining current Members.
The Department Secretary/Treasurer has a program to help Camps get the paperwork
done right and on time the first time.
All appointed Officers and any interested Members are welcome to attend. Any
input would be a help.
The meeting should start about 10:00 AM and last about four hours. Thank you.

Whereas, the Brothers of Bloomfield, Iowa
want to reactivate the Newt Batten Camp #74, Department of Iowa, Sons of Union Veterans of the Civil War.
Whereas, I discussed this matter with a member of the Council of Administration and the National Counselor at the 125th
National Encampment of the Sons of Union Veterans of the Civil War in Harrisburg, PA.
Whereas, the following letter was given to me to bring back to the Department of Iowa:

The original Charter for the above SUVCW Camp may be used by a reactivated Camp named Newt Batten Camp No. 74 in the Dept. of Iowa. There is no need

Brothers:
Since the ruling that the Newt Batten Camp #74 could proceed with the old Charter, it has come to my attention that this Camp does not possess the said Charter. The Charter was turned it over to another group by Davis County authorities. The Camp in Bloomfield is not even allowed to use the Charter for a Camp Meeting. At this time, they cannot afford a court case to fight for the "Old Charter".
So, with deep regret, I have asked them to disband as the above Camp. I also rescind Department Orders #4 of last August.
The Camp Members are ready to proceed with paperwork for a new Charter to change the Camp Name and Number. Their new name and number will honor two Medal of Honor recipients of the Third Iowa Cavalry.
A member of the former Camp and I are willing to meet with the Council of Administration next week, at Gettysburg, if it will quicken a resolution to this problem. Hopefully the Power-Dunlavy Camp #3 will be up and running again in the Department of Iowa very quickly.
The Department Signal Officer is also asked to remove all references to the Newt Batten #74 from our Homepage on the web.
