General Order 011 2005-2006

In accordance with Article IX, Amendments, National Constitution and Regulations (Updated August 2004) this General Order is issued.

“ The Brothers of the Department of Iowa at its 2006 Department Encampment with all of its officers and members there in assembled hereby the following change to the National Constitution and Regulations of the Sons of Union Veterans of the Civil War:

Whereby the delays that take place when members join the order from the National web site are excessive, and

Whereby the need for our Order to grow in order to thrive in the future is paramount, and

Whereby the technology being now available to address this delay of getting members into the Order almost immediately, and

Whereby members can become a member with the aid of this technology within days rather than weeks and in some cases months under the current system, and

Whereby the Office of Jr. Vice Commander-in-Chief has presented a plan to the National Council of Administration for the correction of these delays and they have approved the plan for action, and

Whereby the National Constitution and Regulations must be modified to allow this process to take place because members and associates must be attached to a Department pursuant to Article V, Section Fifth and can not be temporarily attached to the National Headquarters,

We hereby propose and move the following change to the wording in Article V, Section Fifth of the Constitution of the Sons of Veterans of the Civil War:

Fifth: Eligibles from states where no Department exists may become Members-at-large attached to National Headquarters, except that new members through the National recruitment program may be temporarily attached to National Headquarters, pending transfer to a Department or a Camp within one year of enrollment. Dues for such Members shall not be less than five dollars ($5.00) per annum more than the National per capita tax. Membership applications fees for new Members-at-large shall not be less than five dollars ($5.00) which shall be placed in a Permanent Fund.

We also hereby propose and move the following change to the wording in Article V, Section Two, Part B of the Regulations of the Sons of Union Veterans of the Civil War:

The Jr. Vice Commander-in-Chief shall be responsible for processing applications and issuing dues cards for all approved applications that come to him through the National recruitment program as well as promoting membership and organization under the direction of the Commander-in-Chief.

We herby submit these proposed changes to both the Constitution and Regulations of the Order and aspic the Brothers of the 125 th National Encampment to act on them.

3. This proposed amendment requires a two-thirds vote of the members present and entitled to vote at the National Encampment, and shall become effective when favorably acted upon and ratified by not less than 50% of the Departments, and proclaimed in general orders, whereupon they shall be and become a part of this Constitution.
